A St. Paul man has been charged with assaulting his 9-year-old son by choking him with a rope.
Mi Kay Leh, 41, was charged Monday in Ramsey County District Court with domestic assault by strangulation, as well as terroristic threats.

According to a criminal complaint, police were sent to Leh's home Friday after receiving a call from a neighbor. Police found the 9-year-old victim with a mark across his neck; the boy's brother said Leh had wrapped a rope around the boy's neck and dragged him across their living room floor.

When interviewed by police, Leh originally denied using a rope on his son. He later said he was too drunk to remember, the complaint added. Leh was released from Ramsey County Jail on Monday.

Soe Reh, Lu Reh , and Su Reh coming to court
Prosecutors in Douglas County have charged three men for capturing and killing more than 200 protected birds.

KETV NewsWatch 7 was the only media at the courthouse as So Reh, Lu Reh and Su Reh of Omaha were in court Monday.

The men are charged with possessing protected birds, prohibited acts with protected birds and also for fishing without permits back in June.

Prosecutors say a Nebraska State Patrol trooper was looking for a stolen vehicle at Lake Cunningham when the trooper caught So Reh, Lu Reh and Su Reh with dozens of swallows.

Then, the trooper found even more at an apartment near 44th and Cuming streets, where two of the men lived.

Some were still alive, others cooked and inside their fridge.

"The reports indicate that were a variety from young to older birds. I don't know of any nests that were destroyed," said Omaha city prosecutor David Smalheiser.

All three men were arrested then.

Now, there is an investigation into whether the 207 protected birds were for more than just food.

"If they killed a lot of the adults, then some of the babies might have died, if they weren't able to feed their babies, too," said Jeanine Lackey, director of research at Fontenelle Forest.

Killing, possessing even disturbing birds like swallows has been illegal since the Migratory Bird Treaty Act of 1918.

Lackey says there are plenty of reasons to protect them.

"Swallows eat a lot of insects, so they're helpful to have around," she said.

Now, the concern for prosecutors is how to keep the birds around for the future.

'We need to have a level playing field both for the public and for our protected species," said Smalheiser.

So Reh, Lu Reh and Su Reh tell KETV NewsWatch 7 they speak very little English and are from Burma. One of them moved here just nine months ago.

The men will be back in court in September with a translator.

If convicted, they could each be fined more than $40,000, plus go back to jail.

Right now, we're waiting to hear whether they will face any federal charges.

After several months of fighting against the deadly disease, Mr. Pray Reh, born on Jan 1st 1935, in Shadaw, Karenni State, has passed away with Stroke on June 10th, 2014 at 3:00am at Memorial Hermann Hospice. He is the son of Mi Reh and Say Meh, the brother of Daw Reh, husband of Tar Meh, father of Hseh Reh and Neh Meh, and the grandfather of Boe Reh, Dar Reh, Mi Meh, Ti Mo, Julia Sue, Bo Reh and Neh Reh. He fled Burma with his whole villagers to Thailand in 1997 from oppression and resettled to USA with his daughter's family in Houston, Texas since June 13, 2013. Let's pray for his soul to rest in peace. He will be missed by family, loved ones, and members of KnCT. Amen. The President, Lu Kayahphu, sent his personal condolences.
